Haise Sasaki was presented as a substitute for Ken Kaneki in Season 3 of the anime, however it quickly became clear that Haise Sasaki was really Ken Kaneki. Specifically, after his fight with Arima, he was left with severe brain injury but was still alive.

It's no surprise that the leader of Toman would be considered the strongest in his series. There's a reason Mikey is often referred to as "unstoppable." Is Kaneki more powerful than Arima? Yes, he is, in my opinion. Kaneki would win a full-on combat with Arima in his present form, albeit it would be a difficult one, particularly if he gives it his all as Arima does.
