By default, the /summon ender dragon command summons a harmless Ender dragon that hovers in location [JE only]. Setting the DragonPhase tag (via /summon ender dragon DragonPhase:0 or /data merge entity selector> DragonPhase:0 commands) initiates the Ender dragon's normal behavior, though the health bar does not appear because it is managed by the End's dragon fight status rather than by the dragon entity herself [JE only]. If she is created outside of the map's center (x=0, z=0), she flies to the center and then resumes regular behavior (see #Behavior).
