I'm shocked it hasn't already been done. In R1, I'm leaning towards Deku or Todoroki. Bakugou defeated Deku, but he's improved since then; he can start the battle at 8% (rather than 5%), has air pressure strikes, and can employ 20% for a brief amount of time. Todoroki, on the other hand, can still defeat him; his fire will make CQC a terrible choice, and his ice can take down either. I suppose I'll pick Todoroki in R1, however I think Deku can defeat him. Deku blitzes both at 100% and splatters them in R2.
Working closely together might also help to improve Bakugo and Deku's infamously turbulent relationship. It's already grown since Bakugo discovered the truth about One For All, and they're now on good enough terms to collaborate while still fighting for the top place. Because they both want to be the best, their collaboration will help them become better, more competent heroes in My Hero Academia.
